Autonomous load-shedding and concurrency limiting architecture using TCP Vegas and gradient algorithms to dynamically throttle traffic and eliminate tail latency explosions.

#### 1. Initial Target: 5,000 req/sec

- **Infrastructure Topology**: In-process threadpool and semaphore limiters.
- **Operational Trade-Off**: Requires manual tuning of semaphore count; prone to under-utilization or over-saturation.

#### 2. Scaled Target: 40,000 req/sec

- **Guarantees**: Adaptive Concurrency Limiting (Netflix Concurrency Limits)
- **Infrastructure Topology**: Sidecar Envoy proxy automatically adjusts in-flight concurrency window based on measured round-trip time.
- **Operational Trade-Off**: Requires low-noise baseline latency measurements for the algorithm to calibrate accurately.

#### 3. Ultra-Scale Target: 300,000 req/sec

- **Guarantees**: Cluster-Wide CoDel Queue Shedding with Priority Shed-Load Gates
- **Infrastructure Topology**: Tier-1 edge proxy cluster evaluating priority headers (`X-Priority: High|Low`) and shedding low-priority requests instantly during load surges.
- **Operational Trade-Off**: Client applications must be categorized into strict traffic tiers with appropriate fallback degrade strategies.
