# Chapter 2: Unit Economics & Tagging Governance with FOCUS 1.0

## 1. Executive Summary & Problem Statement
Without deterministic resource attribution, multi-tenant cloud bills turn into a shared company tragedy. When infrastructure spend is treated as an undifferentiated central overhead pool, individual engineering teams have zero incentive to rightsize workloads, optimize queries, or clean up zombie storage.

The FinOps Open Cost and Usage Specification (FOCUS 1.0) standardizes billing schemas across AWS, Azure, Google Cloud Platform (GCP), and OCI. Implementing FOCUS 1.0 enables engineering organizations to transition from passive **Showback** (viewing reports) to active **Chargeback** (debiting cloud costs against departmental P&L).

## 2. Mandatory FOCUS 1.0 Core Schema Dimensions
Every cloud resource deployed across production, staging, and development must emit the following canonical dimensions:

## 3. Required Tagging Schema & Enforcement Gate
To achieve $> 98\%$ cost allocation coverage, Terraform, OpenTofu, and Helm charts must enforce a strict 5-key tagging taxonomy:

## 4. Remediation of Untagged Resources
Any resource lacking valid tags must trigger an automated escalation path:
1. **Day 0:** Automated Slack / Teams notification sent to the IAM principal who created the resource.
2. **Day 3:** Resource flagged as "Candidate for Suspension" in staging/dev accounts.
3. **Day 7:** Staging resources automatically stopped outside business hours (08:00 - 18:00 UTC).
